Complaint letters that get the facts across

A complaint is easier to act on when it says plainly what happened, when, where, and what you want done. Police stations, companies, banks, municipal offices and electricity departments see many letters that ramble or miss the one number they need: an IMEI, a vehicle registration, an order number or a consumer number. This tool asks for exactly those details for each kind of complaint, puts the facts in order, and ends with a clear request, in English or Hindi.

How to use it

  1. Choose who you are writing to, then the complaint, and English or हिन्दी.
  2. Letter to: the designation is filled in (for example "The Station House Officer"); add the police station, office or company and its address.
  3. What happened: the date, time, place and the details that complaint needs. Use "What happened, in your words" for anything else that matters.
  4. Your details: name, address, mobile and email, and the documents you are attaching.
  5. Print, sign and hand it in, or download the PDF or Word file to email it. Keep a copy and ask for an acknowledgement.

Police complaints: lost phones, theft and fraud

For a lost or stolen phone, note both IMEI numbers from the box or bill before you write. The police report is what you need to block the handset: the government's Sanchar Saathi portal (CEIR) asks for a copy of the police report and an ID proof, and sends an OTP to your number, so get a duplicate SIM first. The blocked phone then can't be used on Indian networks, and you can unblock it later if it is found.

Many state police websites and apps let you file a lost-article report or an e-FIR for some offences online; check your state police website. For money lost to online or UPI fraud, act fast: call the national helpline 1930 or report it on the National Cyber Crime Reporting Portal. PIB explains that complaints made on 1930 are completed on the portal later with more details. Put your 1930 complaint number in the letter.

Consumer complaints

Write to the company's customer care or grievance officer first, with the order or invoice number, date, amount, problem and what you want. Under the Consumer Protection (E-Commerce) Rules, 2020, an e-commerce grievance officer must acknowledge a complaint within 48 hours and redress it within a month (PIB). If the company doesn't help, register a grievance with the National Consumer Helpline: call 1915 or use its website, app or WhatsApp number (+91 8800001915). For a formal case, consumer commissions now take filings through e-Jagriti, which replaced e-Daakhil from 1 January 2025 (PIB).

Bank, municipality and electricity

For a bank, complain to the branch or the bank's grievance channel first. Under the RBI's Integrated Ombudsman Scheme, 2026, if the bank doesn't reply within 30 days or you are not satisfied, you can complain at cms.rbi.org.in (RBI FAQs). For requests such as blocking a card or a statement, use our bank application letter tool.

Municipal complaints work best with the ward number and exact location; many cities also have a helpline or app, so note any complaint number you already have. Electricity distribution companies must have a Consumer Grievance Redressal Forum under the Electricity (Rights of Consumers) Rules, 2020 (PIB), and its contact details are given on your bill or the company's website. Always quote your consumer number.

How each letter is laid out

Every letter follows the format offices expect, so it is easy to read and file:

  1. To: the designation and the office or company with its address.
  2. Date of the letter.
  3. Subject: one line naming the problem and a key number, such as "Report of lost mobile phone (mobile no. 98XXXXXX10)".
  4. Facts: when, where and what happened, with the identifying numbers.
  5. Request: what you want done, and by when for companies and landlords.
  6. Your name, address, mobile and email, and the list of documents attached.

The Hindi letters use the familiar सेवा में … विषय … सविनय निवेदन है कि … format, with the grammar set for your gender.

Tips

  • Stick to facts you know, in the order they happened. Avoid guesses and insults.
  • Give every number that identifies the thing: IMEI, registration, order, transaction, consumer or account number.
  • Say exactly what you want and, for companies and landlords, by when.
  • Attach copies, never originals, and get an acknowledgement on your copy.
  • If you send it by email, attach the PDF and keep the sent email; if you post it, use a service that gives you a receipt and tracking number.

This is a letter format, not legal advice. Nothing you type leaves your browser: no upload, no sign-up and no watermark. MuftTools is not affiliated with any police force, company, bank or government department.

Frequently asked questions

How do I write a complaint letter to the police?

Address it to the Station House Officer of the police station for the area, write the date, a clear subject, then the facts in order: when, where, what happened, what was lost and any numbers (IMEI, registration number, transaction ID). End with your request, such as registering an FIR or a lost report, and ask for a copy.

What do I need to block a lost or stolen phone?

The Sanchar Saathi portal (CEIR) asks for a copy of your police report, an ID proof and a duplicate SIM for the lost number, because the OTP is sent to it. The purchase bill is optional. Note the IMEI numbers from the box or bill before you write the complaint.

What should I do first after an online or UPI fraud?

Call the national cyber crime helpline 1930 or report it on cybercrime.gov.in as soon as possible, then inform your bank. You can also give a written complaint to the police; the letter includes your 1930 complaint number if you have one.

How do I complain about a defective product?

Write to the company's customer care or grievance officer with the order or invoice number, date, amount, the problem and what you want (replacement, repair or refund) within a set number of days. If that fails, register a grievance with the National Consumer Helpline (1915) and, if needed, file a case before the consumer commission through e-Jagriti.

How long does an online shopping site have to reply?

Under the Consumer Protection (E-Commerce) Rules, 2020, the grievance officer of an e-commerce entity has to acknowledge a complaint within 48 hours and redress it within one month of receipt, as summarised by PIB.

When can I go to the RBI Ombudsman about my bank?

First complain to the bank in writing. If you get no reply within 30 days, or you are not satisfied with the reply, you can complain to the RBI Ombudsman at cms.rbi.org.in. Under the 2026 scheme, file within 90 days after that.

Can I write the complaint letter in Hindi?

Yes. Choose हिन्दी and the letter follows the Hindi format (सेवा में, विषय, सविनय निवेदन है कि), with the grammar set for your gender. It prints correctly in the PDF and Word file.

Should I keep a copy of my complaint?

Yes. Keep a copy and ask for a receipt, a diary number or an acknowledgement stamped on your copy. If you send it by email or post, keep the sent email or the postal receipt.
